Carnival season has a significant impact here as well. Metairie has a sizeable Mardi Gras, one that touts itself as a family-friendly alternative. Old Jefferson, Elmwood, Lakeside and Clearview are also in the district and house their own respective retail drivers. Specifically, Lakeside Shopping Center is the highest grossing mall in the New Orleans metropolitan area.
Many residents commute to New Orleans for work, making traffic and transportation important concerns for economic development. The district sustained significant amounts of damage from floodwaters in 2005 and some signs of recovery are still visible.
Social: Primarily a bedroom community, Senate District 9 consists largely of white middle to upper class residents, with some minorities. U.S. Census projections estimate Metairie’s population, an appropriate snapshot of the district, is 86 percent Caucasian, 7 percent Hispanic or Latina and nearly 7 percent African-American. The communities are largely Roman Catholic with some Protestants. In Metairie alone, there are 13 Catholic churches.
Political: This district has some of the largest numbers of conservative constituents in the state. GOP candidates consistently win big over liberal contenders here. There’s also a very strong anti-tax sentiment throughout the district.

- Conrad Appel, a Republican, was elected in 2008 to replace former Sen. Steve Scalise, who now serves as the congressman from the 1st Congressional District. Appel, a self-made businessman with more than 35 years of experience in construction management and real estate, became known in the community through his civic endeavors and by promoting regional economic development projects. He has served as chairman of the Port of New Orleans and chairman of the Jefferson Economic Development Commission. Today, Appel is president of ConstructionSouth, Inc., which specializes in industrial and commercial construction.
Appel uses his private sector and community experience to govern and has focused his young political career on big picture issues like job creation, education and infrastructure. He also stays active in the district and held a series of town hall meetings in 2009 to lead discussions on Gov. Bobby Jindal’s Health Care Initiative. Despite his short time in office, Appel has already secured the vice chairmanship of the Senate Judiciary C Committee and also serves on the Education and Retirement committees.
During his first regular session in 2009, Appel filed four pieces of legislation, of which half were signed into law by the governor. Both enacted bills showed a cultural and conservative side to the new lawmaker; one placed the Schepis Museum in New Orleans in the state museum system and the other helped direct license plate funds to an anti-abortion council. He also pushed a constitutional amendment that would have limited how public colleges can increase and impose fees on students.
