The seafood industry and recreational fishing once played major roles in the economy, and are now still struggling to rebuild. The district’s major employers, Domino Sugar refinery in Arabi, Chevron, ExxonMobil and Shell were closed for months. The agriculture activity in Plaquemines Parish, which was once centered on orange and grapefruit cultivation, is now enduring a very slow recovery.
Social: The district is an ethnic gumbo, with a mix of Croatian, French, Italian and Spanish descent. Today, two years after Hurricane Katrina, this district is still struggling to rebuild. Many commercial fishermen have not returned home and those who have still live in FEMA trailers. It will take years of dedication and hard work for the area to flourish and prosper in its deep culture and coastal industries.
Political: Voters are majority Democratic, but have tended to vote Republican in recent years. Gov. Bobby Jindal ran well in Plaquemines and St. Tammany parishes, but Walter Boasso carried his home parish of St. Bernard.

- Crowe, a successful businessman, has been involved in politics for many years, serving two terms as Representative of House district 76. As a strong family values advocate, Crowe has been recognized by the Louisiana Family Forum. Crowe is strongly pro-life and supports programs promoting abstinence versus contraceptives. He authored the Child Protection Bill increasing the tracking system of convicted sex offenders. He has also maintained a conservative fiscal voting record while insisting on accountability.
- Expect Crowe to stay on the forefront of constitutional issues. In particular, Crowe has championed the 10th Amendment in recent years in an effort to safeguard what he considers an important protection: state sovereignty. Among his plans is a bill that he says would firmly carve out state rights when it comes to federal health care initiatives. As chairman of the Senate Technology Committee, he has also shown interest in electronic databases for missing children. Not only did he recently purchase – with his own money – so-called KID ID programs for schools in his district, but he signed up as a regular substitute teacher for the schools as well.
- His supporters encouraged him to run for state Senate so he would have a greater voice in the future of Louisiana. In his first term as state Senator Crowe worked towards the recovery from the devastation caused by Hurricane Katrina. He wants to make the expansion of Louisiana ports the number one economic priority for recovery as this will create jobs for citizens. He also wants to open Bayou Baptiste Collette to provide direct access to the eastern gulf.
- Crowe joined the American Energy Coast Honorary Leadership Council which will help in restoring the coast and maintain the energy industry for the future.
