- Facing opposition from her predecessor for a second time, Duplessis defeated Jon Johnson once more in a runoff and by close to the same margin—about three percent. Unlike last time when Duplessis challenged then incumbent Johnson, and he nearly won the election in the primary in 2003, Duplessis came within one percent of winning this election in the primary in 2007.

- Economic: District 2, which encompasses neighborhoods in New Orleans East and in the Lower Ninth Ward, was hit extremely hard by Hurricane Katrina. Significant flooding devastated this district. Many homes and businesses remain unopened, and many residents have not yet returned home. Most residents commute to New Orleans’ central business district for employment. Residents remaining in the district can find employment at the district’s largest employers such as Lockheed Martin, Folger Coffee Company, Air Products and boat businesses that build ships, tow boats and supply boats. This district was home to the now closed Six Flags New Orleans; it is still home to Bally’s Riverboat Casino.
- Social: This district is nearly 85 percent African American residents and economically mixed. Low income residents live in and around the Ninth Ward, and upper-income residents have exquisite homes in New Orleans East neighborhoods. Both of these areas of the district are sparsely being repopulated post-Katrina. It is also home to a large concentration of Vietnamese residents.
- Political: This district is always a shoe-in for any Democratic candidate. Almost all local elections attract a high number of candidates, showing how fractionalized the local politics are. Republican registered voters account for less than six percent of this district’s constituency.

- Now entering her second term in the Senate, Ann Duplessis is a Liberty Bank & Trust Company senior vice president. Throughout her career, Duplessis has been extremely active in both professional and civic organizations around New Orleans and nationally. Duplessis is the former chairwoman of the New Orleans Business and Industrial District (NOBID) Board of Commissioners, former vice chairwoman of the Downtown Development District and former chairwoman of the board for the National Council of Negro Women.
- Duplessis has championed many issues for her district, including bills affecting levee districts, city schools, assessor offices and cleaning up illegal dump sites in New Orleans East during her first term. As a returning member of the Senate, Duplessis is in line for leadership posts in key committees. She is chairwoman of the Senate Commerce Committee.
- A top priority for Duplessis is the safety of her district. Duplessis plans on establishing an advisory committee to work on housing and business development issues, and she will push the Road Home program to set precedence for the hard-hit areas. Also, Duplessis will work to have the National Guard stay in New Orleans for an extended period of time and to establish police substations to reduce response time. Seeking state money for neighborhood health clinics is another priority for Duplessis.
