Social: Reapportionment in 1982 created District 58 as the first majority-black district in rural Louisiana. Residents are mostly poor and rural, though there were some well-paid blue-collar laborers employed at the local plants and middle-class commuters to Baton Rouge and New Orleans. Following the 2005hurricanes, the population greatly increased in the district. Many New Orleans residents moved to the areas of Donaldsonville and St. James primarily. As a result, residential development in these areas has increased.
Political: The district is strongly Democratic, with active black political organizations and large concentrations of union activity among the refinery and construction workers. Local politics can be spirited.

Elton Aubert takes his seat in the House to serve his first term in the legislature. He has served as a Dow Chemical operator and now takes his civic involvement from the Police Jury and as St. James councilman, where he served for 16 years, to push for change. His solid endorsements came from Representative Quezaire, The Times-Picayune, the News Examiner, Louisiana Chemical Association, the Baton Rouge Area Chamber and builders, contractors and restaurant organizations.
-
Aubert has quickly made inroads when it comes to transportation issues and matters of public and private property. He has passed bills allowing the Department of Transportation and Development to waive certain permit requirements during times of emergency and execute contracts with only an electronic signature. He has also worked on the language of Louisiana’s community property regime and is interested in how parish governments treat surplus property.
-
Aubert wants to target healthcare reform and job creation for his district and the state. He opposes higher taxes, wishes to keep government small to reduce “waste” and “reckless spending.” Aubert is a self-labeled pro-business and industry man, and promotes economic development, ethics reform and education improvement. Aubert favors a public-private role for healthcare; he believes that the private sector should not have to provide care without charging for it. In the campaign he touted his clean record and long history of public service.
