Three political veterans and one newcomer joined the race to replace Baudoin in the House: democrats former Carencro mayor and city councilman Tommy Angelle, current Carencro city councilman Badon and Stephen Ortego and republican former Rep. Raymond “LaLa” Lalonde. Badon won in a run-off after running second to Lalonde who held the seat from 1980 to 1996.

Economic: District 39 serves the municipalities of Arnaudville, Cankton, Carencro, Lafayette, Leonville and Opelousas. While Evangeline Downs racetrack is a major economic factor in District 39, almost half of the employment is found between mining, professional/technical and scientific services, construction, accommodation and food services areas, healthcare and education/public administration. There has been a major effort towards attracting warehousing and distribution jobs to District 39 because of its proximity to Interstates 10 and 49.
Social: The district is predominately white and Catholic, with a quarter of the residents having either French or French-Canadian ancestry. Nearly a third of the population is African American. The median age of the residents is younger than Louisiana as a whole. Approximately one-third of the residents are college-educated.
Political: Democrats make up over half of the registered voters, but it is a conservative base. Business is not a major political influence here as no one industry dominates the economy.

- Bobby Badon replaces term-limited Clara Baudoin. Badon is a Carencro resident, a Democrat, and was serving his second term on the Carencro City Council prior to his election. He owns Molded Rubber Specialties in Carencro. In addition to state government focusing on recovery efforts Badon believes that with a new governor and many new legislators getting ready to take office that there is a chance to get Louisiana off the bottom of many lists.
- He would like to roll back business taxes as a key to business development and would like to see the corporate tax completely wiped out. He supports ethics reforms as a first order of business and stresses the need for better vocational training. He supports sectioning the state into zones for the purpose of property insurance so that residents in non-coastal areas can pay lower rates. The development of transportation infrastructure are priorities, supporting using four percent of the tax on vehicle sales to build and maintain roads in the areas where the buyer lives rather than putting the money into a pool for spending somewhere else in the state. He also wants to improve the charity hospital system and healthcare in general, believing that the state should provide adequate health care to working people who can’t afford it and help small businesses meet the economic burden of providing health insurance to employees.
- While Badon has pushed retirement legislation for policemen and firemen, he also has a constant interest in natural resources. In 2009, he passed a bills allow for the taking of certain quadrupeds that are often to blame for destroying crawfish crops.
