In a tight primary between three candidates, Billiot a Democrat, emerged as the front-runner against Republican Danyelle Taylor and Democrat Ron Austin. Austin, threw his support to Billiot in the runoff, while Taylor gained an endorsement from the Times-Picayune. Billiot ran on his experience as an elected official for the area and won handily in this Democratic stronghold.

Economic: District 83 is located on Jefferson Parish’s West Bank, centered around the city of Westwego and includes the area south beyond the Bayou Segnette Waterway to the Millaudun Canal. Large industrial plants, including the Northrup Grumman Avondale Shipyard, provide skilled and unskilled jobs. The shipyard, which repairs and builds oceangoing vessels, is one of the state’s largest businesses. Other major employers include National Gypsum and chemical plants. Commercial fishing and seafood processing also provide employment. The area received some damage from Hurricane Katrina, but was spared from much of the major damage seen on the east bank of New Orleans. With development opportunities dwindling on the east bank, the west bank is growing rapidly with more residential and commercial development. District 83 has been the recipient of heavy state public works subsidies in the past, including an expansion of Avondale, highway improvements, Bayou Segnette State Park, and a professional golf course.
Social: The district is heavily blue collar and many residents have lived in the area for generations. District 83 is also home to a significant number of middle-class black residents employed at local plants.
Political: The district is one of the state’s Democratic strongholds. Residents generally support candidates of that party in local, state and federal elections. It’s also a stronghold of pro-gaming sentiment.

- Former mayor and councilman of Westwego, Robert Billiot will be serving his first term in the state House. Billiot takes over the seat vacated John Alario who now holds the area’s Senate seat. Alario, who had represented the district since its inception in 1970 redistricting, left the seat due to term limits.
- In his relatively young legislative career, Billiot has been successful in several different areas. He not only expanded the Drug Policy Board in 2009, but also created special workers' compensation coverage for volunteer firefighters. Billiot has likewise shown in an interest in creating more accountability in how federal dollars are allocated for natural disasters like hurricanes.
- Billiot plans to use his experience as a political leader for the area to aid in his work as a representative for District 83. He believes that his previously established contacts in Baton Rouge will provide political clout for the area and boost Billiot’s ability to work for it in the state Legislature. Aside from increasing hurricane protection, Billiot lists reducing insurance costs as a top priority.
