Municipalities/Communities Represented: Lacombe, Mandeville, New Orleans
Economic: District 89 encompasses the communities of Mandeville and Lacombe on the north shore of Lake Pontchartrain. It is mostly residential and encompasses many affluent neighborhoods. There are many retail and service firms located in the district, but for the most part its residents commute across the Causeway for white-collar jobs in New Orleans.
Social: District 89 is overwhelmingly white and mostly upper- and upper-middle class citizens. Many of the residents moved to the district from the New Orleans area in the past 15 years, seeking quieter neighborhoods, stronger schools and lower crime rates.
Political: The district is staunchly conservative and nearly always votes Republican. In this district Bobby Jindal did better than in any district in the state in his first bid for Governor in 2003. The main concern for the district is still improved highway infrastructure since rapid growth throughout St. Tammany Parish has strained the area’s highway system.

- Tim Burns was reelected without opposition to the House of Representatives for District 89. He won the 2003 election over four opponents in a very convincing manner. He is focused on transportation, economic development, tax reform and hurricane recovery.
- He assisted in initiating long-awaited construction projects on the Northshore and authored and passed tax reform legislation to make Louisiana competitive. He also helped retain a Fortune 500 company in his district that was considering moving out of state. Based on his personal experiences during Katrina, when text messaging was the only communication available, he authored legislation providing for a centralized text message system to be used during hurricanes and other natural disasters. He also authored legislation extending the statute of limitations an additional year for insurance claims of hurricane victims.
- He also advocates fiscal, ethics and insurance reform and economic development for his district. The rapid growth in St. Tammany Parish was accelerated by Hurricane Katrina, and he feels it is crucial that the state have the infrastructure and transportation facilities to manage the growth without any sacrifice to the quality of life.
- He is a member of the Committee on Highways, Transportation and Public Works and was part of a coalition that tried to increase local highway funding by retaining vehicle sales taxes in the parishes where they were sold. Although the measure was defeated in the Senate, it is expected to be reconsidered in the next session.
- Burns has shown a willingness to delve into complex tax issues. For example, he passed legislation in 2009 calling for additional public notice requirements related to proposed increases in millage rates without voter approval. He also pushed bills to create tax credits for long-term nursing home care insurance premiums and to changes the basis for the income criteria for eligibility for the special assessment for the homestead exemption from adjusted gross income to taxable income.
- He is a solid pro-business voice and a firm proponent of proper drainage facilities for his rapidly expanding district and one who has pushed for reforms in the way the state determines priority for construction projects.
- Burns has published two books on entrepreneurship and one on self development and currently teaches entrepreneurship classes at Southeastern Louisiana University.
