Burrell’s commitment to his community is given back to him by his constituents’ support as demonstrated by the amount of votes he garners in elections. He has won his past two election bids for the legislature as well as his past city council election bids by a margin of four to one.

Municipalities/Communities Represented: Bossier City, Shreveport
Economic: District 2 includes most of Caddo parish and a small part of Bossier parish. Three riverboat casinos – Horseshoe, Boomtown and Isle of Capri – and the Louisiana Riverwalk Entertainment Development have provided an economic boost for this district. These casinos are the state’s most profitable gaming market. They, along with their riverwalk entertainment development neighbor, employ many of the district’s residents and provide a steady source of revenue for the district. Centenary College is another steady economic force and large employer. Other residents in poor neighborhoods work in service and labor industries, and there a good number of residents who are unemployed.
Social: There are several areas of housing projects and rundown housing in this district, which reflects its status as one of the most impoverished in the state. This district has suffered population loss; as those residents who can afford to move to other areas of the city have done so.
Political: With a little more than seventy percent of African Americans, this district has almost three Democrats to every one Republican or other political party registered voter. Democratic candidates in all races win big in this district.

- Roy Burrell learned at an early age how to take care of his community by watching his mother and father’s endless commitment to serve their community. Burrell became involved in many community programs, organizations and initiatives long before he ever ran for an elected office. Entering his second term, Burrell served two terms as a Shreveport City Councilman before running for the House. Burrell is known by his colleagues as a compassionate and patient community leader who has fairly moderate political views.
- Burrell, co-founder and director of the Inner City Entrepreneur Institute (ICE), is a leader for inner city growth and development and an advocate for small business and entrepreneurship. Prior to his work with ICE, Burrell worked as a planning and facility engineer for Bellsouth Telecommunications for over twenty years.
- Focusing on legislation to help redevelop his district, he passed a bill that doubled the amount one can receive in terms of tax credits for companies that relocate within the inner city described by a HUB Zone. Another key piece of legislation that Burrell authored was a bill that changed the period of time from 120 days to 60 days for owners or other interested parties to challenge the acquisition of property adjudicated more than five years to a parish or municipality. His platform of issues spells out SEEDS, which he refers to as the seeds for success: security, education, economic development, diversity and savings.
- During the 2009 Session, Burrell authored and successfully passed legislation which further limited the access of tobacco products to persons under the age of 18.
- As a member of the tax-writing Ways and Means Committee, Burrell will have a hand in addressing in the state’s fledgling revenue stream, especially in the 2011 regular session when lawmakers can file tax bills. He’s also interested in corrections bills and has worked to improve re-entry plans in the past.
