- Economic: North to south, District 10 is a very narrow district, spanning the distance across Lake Pontchartrain to the Mississippi River in western Jefferson Parish. District 10 includes the communities of Kenner, Harahan, River Ridge and a part of Metairie. Within the district are several high-profile economic assets including the Treasure Chest Casino, the Louis Armstrong International Airport and the Esplanade Mall in Kenner. Oschner Medical Center is also one of the largest employers in the area.
- The casino, which closed for only one month after Katrina, is on the south shore of Lake Pontchartrain and employs many local residents and caters to regional gamblers, while the airport and mall are also major employers and taxpayers which attract shoppers and travelers from throughout southeastern Louisiana and the country. Kenner touts itself as a tourist attraction, having revitalized its historic district (called Rivertown) with restaurants, museums, shops and cultural resources, including Heritage Park, a planetarium and a science museum. Many of the district’s residents commute to work in New Orleans or to the chemical plants along the Mississippi River. As a result, highway developments and improvements are key issues.
- Social: Residents are generally Caucasian and prosperous, although most do not enjoy the same income level as those residents in neighboring District 9. Many are natives of the New Orleans area with the exception of the residents Kenner where a significant population of Hispanics and Asian-Americans have settled and opened retail businesses. In Harahan and the older sections of Kenner, many of the residents are retired or near the retirement age.
- Political: The district’s voters are registered predominately Democratic, are generally conservative politically and oppose taxes. Crime and safety are top concerns, and residents oppose developments that could threaten their suburban residential character.

- Danny Martiny fills a Senate seat vacated by Art Lentini due to term limits. Martiny is a 13-year veteran who touts his experience in the House of Representatives. He promises continued vigilance on reducing crime and a continued fight for hurricane and flood protection money. In his district, a significant number of homes received light to moderate damage from Hurricane Katrina, and a handful of houses were totally destroyed.
- The economy has bounced back fairly quickly due to aggressive efforts of local governmental officials. Martiny’s main goal in the Senate will be to offset the tremendous negative impact of term limits on the Jefferson legislative delegation which lost six committee chairmen in the House, four in the Senate. He promises to be one of the Senate members to “hit the ground running,” putting his knowledge of the legislative process to work in order to assist new members.
- He also intends to see that Jefferson Parish gets its fair share of road and highway budget dollars. He opposes more government regulation on the insurance companies, proposing instead to reduce insurers’ risk by stabilizing the market for competing companies through sticking to the statewide building code, improving infrastructure and dedicating more money to reinforcing levees. To lure more senior citizens to Louisiana, he wants to eliminate the state income tax.
- As chairman of the Senate Judiciary B Committee, Martiny will continue to be the go-to senator on criminal justice issues ranging from gaming to corrections. But Martiny also plans on bringing attention to Louisiana’s sex offender laws in the near future. Particularly, he wants to allow agencies to seize property from guilty individuals to help fund the state’s battle against child sex crimes.
