Despite a strong showing by Metro Councilmember Pat Culbertson, a fellow Republican, and a highly-contested race that played out over the airwaves, Foil carried the district with 53% of the vote in 2007.

Social: Most residents are middle to upper income. The southern edge of the district includes a growing area of student apartments south of LSU.
Political: The district remains strongly conservative. Despite having only 42 percent registered Republicans, the district regularly gives big backing to GOP candidates -- these are mainstream Republicans more concerned about business and fiscal issues than conservative stands on social issues. Bobby Jindal carried the district in 2003 and 2007.

- Republican Franklin J. Foil, an attorney and rookie in the state Legislature, replaces longtime House Education Chairman Carl Crane. He should immediately distinguish himself from the fray through his years in the U.S. Navy – he is a commander in the Reserves.
- But economic development issues are more likely to define his first term. He was endorsed by practically every major business group in the region. From the get-go, anticipate Foil to seek out new incentives for businesses to put on the books and land any related committee gigs that would help him accomplish his mission. On a related note, his primary argument for ethics reform is that it’s needed to attract new industry.
- Foil endorsed the Blueprint Louisiana reform agenda during the 2007 campaign. Another priority from Foil's campaign was roads and traffic, specifically the construction of a loop around Baton Rouge.
- Foil said he is also committed to implementing programs for children with special needs who need extra assistance to succeed in a traditional classroom.
