Guinn faced a field of three other candidates in his primary election bid, and it turned out to be a three way race between Republican Guinn and two Democrats—Jason Bouley and Kyle Reed. Guinn and Reed made the runoff which had the second smallest margin of votes out of all the state representative races in 2007. Just twenty-six votes separated the two candidates.

Social: Most residents in this district are traditional Cajuns, but there are also farmers of English and German descent who came from the Midwest. Jennings is home to many of these descendants giving it a Midwestern flavor.
Political: Although more than 60 percent of the registered voters are Democrats, residents are rather conservative. There are several pro-business Republicans in the district, which make it fairly politically balanced.

- Johnny Guinn replaces term-limited Dan Morrish, who made a successful bid for the State Senate District 25 seat. The father of ten children, Guinn served as the Jefferson Davis Parish Police Juror for District 5 from 1999 to 2007. A self-employed auctioneer for the past 24 years, Guinn is the past chairman of the Louisiana Auctioneers Licensing Board. Guinn has also been an appraiser and marketing consultant for lending institutions, leasing companies, governmental agencies and contractors in heavy construction industries since 1984. Actively involved in many civic associations, Guinn is a member of the executive committee of the Southwest Louisiana Partnership for Economic Development, vice chairman of the Jennings Airport Board of Commissioners and a member of the board of directors for the Jeff Davis Parish Council on Aging.
- Legislative Outlook
Look for Guinn to focus on economic development and job creation. A supporter of Blueprint Louisiana, Guinn plans to monitor and use state and federal programs to repair bridges, roads, drainage systems, parks and recreation systems. Guinn plans to support law enforcement officers and fire fighters by protecting and increasing their supplemental pay.
