Municipalities/Communities Represented: Elmwood, Harahan, Jefferson, Metairie, New Orleans
Economic: Parts of central Metairie, Old Jefferson and a portion of the Carrollton/Riverbend area in uptown New Orleans make up this district. Primarily residential, some areas are home to commercial activity. Residents find employment in these industrial areas along River Road from the Orleans parish line to the Huey P. Long Bridge. Elmwood Business Park, which is located just east of Harahan, provides some jobs for residents. World-renowned Ochsner Hospital is located in this district and employs many of the residents. Also located in this district are the New Orleans Saints headquarters and training facility, as well as the Zephyrs AAA baseball team. In August 2005, Hurricane Katrina caused primarily wind damage to this district with minimal to no flood damage.
Social: Other than in the Carrollton/Riverbend area, residents are middle class or retired from blue- and white-collar jobs. The Carrollton/Riverbend area has both low-income residents and wealthy ones and is racially balanced.
Political: With almost eighty-five percent of the registered residents being white, this district has a conservative, Republican constituency. GOP candidates easily win elections over Democrats. Crime and economic development are extremely important to this district’s anti-tax residents.

- Although this was his first bid for public office, Cameron Henry is no stranger to politics. He served one year as an appointed member of the Jefferson Parish School Board and five years as legislative assistant to his predecessor, Senator Steve Scalise. Henry is currently employed as a business analyst in the public services division of BearingPoint, Inc., a management and technology consulting company. He is also an adjunct professor for Delgado’s College of Business and Technology Division.
- Active in many civic associations, Henry is involved with the Jefferson Senior Center, the Suburban Terrace Civic Association and the Airline Park Civic Association. He was nominated by then U.S. Congressman Bobby Jindal for the Senate Leadership Summit for Young Professionals, and he completed the Executives in State and Local Government Program at Harvard University’s John F. Kennedy School of Government.
- As a member of the House and Governmental Affairs Committee, he’ll play major role in the upcoming redistricting process. To be certain, it’s all about position for Henry in coming years – as a member of the tax-writing Ways and Means Committee, Henry will have a hand in addressing in the state’s fledgling revenue stream, especially in the 2011 regular session when lawmakers can file tax bills.
- As promised in his campaign, Henry’s top three priorities in the legislature aim to improve the quality of life in Jefferson Parish. They are to reduce the tax burden on families and businesses, to support additional resources to fight crime and to work to direct more educational dollars into the classroom. To implement his priorities, Henry plans to either sponsor or support the following legislation: eliminating the corporate franchise tax on debt, eliminating the sales tax on machines, materials and equipment, reducing taxes on utilities, eliminating income tax on police officer pay and reducing the size of the Department of Education by focusing more responsibilities on local school systems. Look for Henry to also concentrate on drainage and flood protection.
