In the race to replace term-limited Mike Walsworth, five candidates qualified. Republicans Frank Hoffman and Paul Hargrove made the runoff. Hargrove eventually withdrew from the runoff, and Hoffman was elected to the House District 15 seat automatically. Walsworth defeated term-limited State Rep. Charles McDonald for the Senate District 33 seat.

Municipalities/Communities Represented: Brownsfield-Bacomville, Claiborne, West Monroe
Economic: District 15 is made up mostly of West Monroe and the western portion of Ouachita Parish. Because of available land on the west side of the Ouachita River, West Monroe has experienced a population spurt. Monroe is the home of Century/Tel, Angus Chemical, Steel Fabricators and Allied Building Stores. There are two paper mills in West Monroe. In addition, the Glenwood Regional Medical Center employs over 900 people. Graphic Packaging operates locally and in the international market, and Voith-Sulzer, Louisiana Plastics and Bancroft bag continue to expand their customer base.
The school system boasts the highest test scores in the region, and they are innovative, technologically advanced and provide quality education.
Social: West Monroe is a conservative community with a median income that is lower than the average for the state. The area is predominantly white, with African Americans making up just a quarter of the population. Incidence of overall crime is above the national average. Religion is an important part of the lives of the residents. It is the heart of North Louisiana’s Bible Belt.
Political: Voter registration is split evenly between Democrats and Republicans with a high percentage –one quarter – of registered voters claiming no party affiliation. Republicans seem to do well in District 15.

- Frank Hoffmann takes over for term-limited Mike Walsworth who ran unopposed in 2003. Hoffmann has been a teacher, principal, personnel director and assistant Superintendent of Schools in his 41-year career in the Ouachita Parish School System. Service as a state representative is another avenue of service for this community-minded legislator. He is a conservative Republican who wants to be the voice of West Monroe and west Ouachita Parish. He intends to focus on economic development, education, infrastructure and ethics. Look for him to work hard to provide an environment for businesses to succeed.
- As a member of the tax-writing Ways and Means Committee, Hoffmann will have a hand in addressing in the state’s fledgling revenue stream, especially in the 2011 regular session when lawmakers can file tax bills. He’s also attached himself to many different education issues, passing bills to create an appeals process for applicants who have been denied teacher certification and new guidelines for digital communications between students and teachers.
- He supports the recently passed teacher and school personnel raises and the state’s pre-K program. Hoffman said he is firmly against abortion and strongly in favor of prayer in public schools. He believes in a program that would redesign public school education to include skills leading to work force development as a path to college. He also feels Louisiana’s roads are unsafe and unacceptable and that the funding system will have to be changed in order to see any real improvement.
