Turnover is the key term to remember when referring to this district. In recent history, Derrick Shepherd held the seat for a year before moving to the Senate. He was succeeded by Terrell Harris, who was elected in the 2005 primary with 67% of the vote. But Harris, along with another opponent, withdrew after qualifying and left Jackson to take the race without an election.

Municipalities/Communities Represented: Gretna, Harvey, Marrero, Woodmere
Economic: Parts of the communities of Harvey, Marrero and Gretna are all included in District 87, which is a Jefferson Parish-West Bank district. Major employers are oil and gas service firms and firms located along the Harvey Canal, including marine, warehousing, distribution, trucking and rental service firms. Many residents also work at nearby shipyards, which employ thousands in the area.
Residents also are employed at a number of chemical plants and marine repair yards along the Mississippi River. Boomtown Casino, one of the New Orleans area’s Riverboat Casinos, also is located within the district and provides approximately 1,000 jobs, along with a strong tax base for local government.
The district did suffer some damage at the hands of Hurricane Katrina, but recovered quickly.
Social: The majority of the district’s residents are middle- to lower-income African-Americans, and white residents tend to be blue-collar. The district’s close proximity to New Orleans allows many residents to enjoy the advantages of a major metropolitan area.
Political: This is one of the few minority districts in overwhelmingly-white Jefferson Parish, and the percentage of African-American voters has increased each year since its creation prior to the 1991 elections. Furthermore, it is the lone Democratic-voting district in Jefferson, which has the highest number of Republican voters in the state. Roughly 500 voters were lost to the 2005 storm season, but the political impact has been minimal. There is some influence of organized labor, but it has dwindled in recent years. Bobby Jindal lost the district to John Georges in 2007.

- Democrat businessman Girod Jackson III replaces Rep. Terrell Harris, who served a brief two years. Jackson believes Marrero and Harvey are at turning points and will be largely interested in local matters during his first term. His concerns include crime, job creation, transportation, infrastructure and flood control.
- Military affairs may also become a trademark issue for Jackson. He is a veteran of the Armed Forces, having served with both the United States Army and National Guard.
- He also has some public experience. While attending Maryland University of Germany and City Colleges of Chicago, he interned and worked with a variety of state, local, and federal agencies. Today, he owns a project management firm and a licensed commercial general contracting company.
- Jackson’s policy interests are varied – in 2009, he passed bills benefitting the manufacturing of biodiesel fuels and the sulphur industry, and extendeds the length of time relative to the utilization of design-build contracts. As a member of the House and Governmental Affairs Committee, he’ll also play major role in the upcoming redistricting process.
- Jackson is devout Christian and is a firm believer in faith-based programs.
