Katz will serve a third term as House Representative after beating out Ben Marshall and Benjamin Arnold in the October primary with 64 percent of the vote.

Economic: District 16 includes the northern half of the city of Monroe, the hub of activity for northeast Louisiana. Thousands of people earn their living at the many businesses within the District’s borders. A wide selection of professional services can be found here, as well as most of northeast Louisiana’s business powerhouses such as CenturyTel, a regional State Farm office and the University of Louisiana-Monroe.
Business giants like Coca-Cola, Delta Airlines and Bancroft Bag all have roots in Monroe. Area leaders are working to cultivate Monroe’s image as a convention destination with upgrades and additions to the Monroe Civic Center. The District’s landscape is also made up of a large number of small, family-owned businesses that greatly influence the area’s politics.
Social: Southern society is very prominent within District 16, which is home to many affluent families who have lived in the area for generations. Monroe’s white middle and upper classes make up most of this District, with a vein of extremely affluent residents living along the picturesque Bayou Desiard.
Political: This District has a very conservative political agenda. Religion plays a large role. The area has one of the highest concentrations of registered Republicans in the entire state, and the small business community wields a big stick when it comes to local decisions.

- Kay Kellogg Katz was the first woman to serve as chairman on the Monroe City Council. She is now entering her third term in the House. As one of the most senior members of the lower chamber, after term limits decimated the established leadership, Katz will have more power in this, her last term.
- Health care and social services are staples in Katz’s policy diet as chairwoman of the House Health and Welfare Committee, but she also champions bills for retirees and the elderly. In previous sessions, she has pushed to increase the individual income tax exemption on retirement income and exempt annual retirement income from state individual income taxes.
- Katz is an active arts advocate and has served on boards for the Monroe Symphony, the NE Louisiana Arts Council, Monroe Little Theater and the Louisiana Museum Society elected her Legislator of the year for 2000.
- Katz is a strong supporter of education and teacher pay raises. She also works to strengthen the local Monroe economy through tax relief benefits for businesses, better roads and economic development initiatives. She was endorsed by LABI and supported the Blueprint Louisiana reform agenda during her 2007 campaign.
