In the November runoff election, West Feliciana Parish ballots included one of only four Senate runoffs that pitted a Democrat against a Republican. Riser won over former Representative and Secretary of Wildlife and Fisheries Bryant Hammett Jr. with 55 percent of the vote.

- Economic: District 32 encompasses one-tenth of the state’s land mass making it the largest Senate District. It runs north from St. Francisville to just south of Monroe. Agriculture is the key ingredient in the area’s economic mix, with the major crops being cotton and soybeans. Small businesses supporting the agriculture industry-or timber- do well here. The vastness of this District also makes it a haven for timber harvesting and hunting. A few other economic drivers include a catfish farming industry in Franklin Parish, a booming bed and breakfast industry in St. Francisville and a few oil and gas operations in LaSalle and Caldwell. Angola State Penitentiary also provides a steady supply of jobs for residents in the Southern portion of District 32.
- Social: Many small towns and little villages dot District 32’s landscape. The long-established families are well off, but many residents are struggling to make ends meet. The district contains some of the poorest areas of Louisiana. Most residents are Protestant, although West Feliciana in the southern part of the district has a high concentration of Catholics.
- Political: Although Democrats outnumber Republicans three-to-one, residents are conservative on social issues and can throw their support to Republican candidates on occasion. Both Mike Foster and Bill Clinton were big vote getters here. And now the Republican support has gone to Neil Riser.

- A freshman to the political scene, Neil Riser is dedicated to representing a fresh approach and new ideas to Louisiana government. Riser is focused on improving public education, reforming Louisiana’s health-care system and building more highways in and around District 32.
- Riser earned a B.A. in Business Management at Northeast Louisiana University in 1984 and today is President and owner of Riser Funeral Homes in Caldwell and LaSalle Parishes. He also serves as a board member of Caldwell Bank and Trust and is past President of Pelican State Life Insurance Company.
- Chairman of the Senate Labor and Industrial Relations Committee, Riser is passionate about workers’ compensation and consumer issues. In 2009, he passed and helped enact the Louisiana Anti-Caller ID Spoofing Act.
- One of Riser’s main priorities is to serve the people of Louisiana by creating quality jobs for Louisiana citizens, preserving Louisiana values, funding projects in every region of the state, and adopting the nation’s highest ethical standards for public officials.
