Five candidates lined up to fill the Senate District 14 Seat in the fall of 2007, including incumbent Sen. Cleo Fields. Fields was eventually prohibited from running for the seat again by the courts due to term limits. Rep. Yvonne Dorsey, who was supported by Fields, and Baton Rouge attorney Jason DeCuir made the runoff with Dorsey edging out Decuir by only 93 votes.

- Economic: District 14 winds through much of East Baton Rouge Parish, picking up a diverse group of residents in both the North and South corners of the parish. The Mississippi River is the back boundary line of District 14, meaning Dorsey represents the heart of both state and local government, as well as LSU. Many residents make their living at government jobs in the downtown area, the riverboat casinos or in the petro-chemical industry, including the massive ExxonMobil Refinery. A new marketability has emerged in the downtown area, bringing with it residential lofts, restaurants, hotels, museums and clubs. Real estate developers and businesses, especially, are investing highly in the area.
- Social: Just about every type of social class can be found within District 14’s borders – from the poverty stricken in the inner city to the young professional middle class to the wealthy elite. The District is 62% African-American.
- Political: Strong, union-oriented Democrats and upper-class Republican businessmen live side by side in District 14. More than 60 percent of voters registered Democrats, but Republicans can win here. Bobby Jindal and Jay Dardenne both carried the district in 2007.

- This is Democrat Yvonne Dorsey’s first term representing Senate District 14. Previously, she served 15 years in the House, most recently as speaker pro tem. With term limits impacting every corner of the current term, her seniority will carry over to the upper chamber, despite her freshman status.
Dorsey has maintained a strong interest in local government, having formerly worked in the clerk of court’s office. In fact, she previously made an unsuccessful bid to become clerk before being elected to the state House. She has also served as executive director of a state job-training program.
In the Legislature, Dorsey has been actively involved in policymaking that affects children and young adults. She has passed particular legislation prohibiting companies from offering inducements to students who apply for a credit card. Dorsey also has shown a keen interest in health care and other related issues affecting the elderly, once authoring bills to revamp prescription drug programs in recent sessions. - She is a strong supporter of the positions advocated by education groups on issues involving teachers and other school personnel. On labor and management issues, she has consistently sided with union positions.
